Food Bank Canada's 2021-2022 Emergency Food Security Fund - Intake 3

 

This $25.8M fund is made possible through the support of the Government of Canada, specifically Agriculture and Agri-Food Canada’s (AAFC) Emergency Food Security Fund. This additional emergency funding will help to ensure continued access to food for people experiencing food insecurity during the COVID-19 pandemic.

Note: This is a new round of funding towards expenses between October 2021 to March 31st, 2022.  

We encourage you to apply before November 1st, 2021 to be considered for approval in the first round of application reviews. Applications will not be accepted after November 1st, 2021.

  • The Fund is open to Food Banks Canada’s network and food banks in Canada, including:
    • Provincial associations
    • Affiliate food banks (member of a provincial association)
    • Agencies of affiliate food banks (agency of a food bank)
    • Food banks and food security organizations located in a territory (Northwest Territories, Yukon, Nunavut)
    • Non-affiliate food banks will be considered if they aren’t eligible for other funding opportunities (see below)

  • In line with AAFC program guidelines, priority will be given to organizations that are led by and/or primarily serving Black, Indigenous, and Persons of Colour.
  • This Fund is open to food banks and other food security organizations that are incorporated as a non-profit entity or whose application is being sponsored by an incorporated non-profit entity.
  • Organizations may only submit one application for funds to Food Banks Canada’s 2021-2022 Emergency Food Security Fund. Note, recipients of support under the Emergency Food Security Fund intake 2 are eligible to apply. Reports for projects under Emergency Food Security Fund intake 2 will need to be received by September 30, 2021 before issuing funds under FBC’s Emergency Food Security Fund intake 3. 

This funding originates from Agriculture and Agri-Food Canada’s (AAFC) Emergency Food Security Fund. Applicants cannot apply to or receive funds or food from multiple recipients of the AAFC Emergency Food Security Fund. If your organization is a member or primarily affiliated with one of the following, please apply directly to that organization for funding or food support:

  • Breakfast Clubs of Canada
  • Community Food Centres Canada
  • Second Harvest (“Free Surplus Food Rescue Program”)
  • The Salvation Army

All funding must be dedicated to ensuring continued access to food for people experiencing food insecurity during the COVID-19 pandemic. The majority of this funding is intended to support the purchase of needed food.

This Fund will support the following types of purchases and projects so long as they allow the applicant organization to meet the fund objective between October 2021 to March 31, 2022. Eligible costs consist of costs of food and/or costs associated with the distribution of food in an emergency context (short term).

  • Food & Meals (i.e., Purchase of food, gift cards, vouchers)
  • Optional – if the above Food & Meals require support to distribute: Food Distribution Expenses, including:
    • Wages (i.e., hiring more employees to help manage increased needs)
    • Equipment & Capital Investments (i.e., coolers, boxes, bins, hampers, minor adjustments to accommodate social distancing and other public health guidance)
    • Transportation & Storage (i.e., food/meal delivery costs, food storage costs and other related costs)
    • Purchase of Personal Protective Equipment (PPE)

Expenses not eligible for funding:

  • Large capital expenditures, including but not limited to vehicles, greenhouses and gardens
  • Rent/hydro/utilities
  • Previously incurred expenses or losses resulting from previous projects
  • Infrastructure improvements that are deemed to be cosmetic in nature
  • Major construction projects
  • The purchase of land or buildings
  • The purchase or lease of private/personal vehicles
  • Costs that are not for meeting urgent needs during the COVID-19 pandemic

 

Food Banks Canada’s Emergency Food Security Fund 3 has approximately $25.8M to allocate to projects that best support the fund objectives.

The majority of this funding is intended to support the purchase of needed food. Please keep in mind your organization’s food budget when submitting your request for funds.

Applications will be divided into three funding categories as follows, with each level of funding subject to additional review:

  1. Under $25,000
  2. $25,000 - $74,999
  3. Over $75,000

Please note that a very limited number of grants will be awarded at the Over $75,000 level. The goal of the grant is to support the diverse and varied needs of the food bank network in the most impactful ways. Size of organization (i.e. number of clients served) will be considered when approving funding amounts. As per AAFC’s program guidelines, priority will be given to organizations that are led by and/or primarily serving Black, Indigenous, and Persons of Colour.

Note: All funds must be spent by March 31, 2022.

Food Bank Canada's Emergency Food Security Fund Intake 3 will have a two-stage review process:

Stage 1: Food Banks Canada staff will complete a technical review of all applications to ensure they meet basic eligibility criteria. Applicants are encouraged to apply early as applications will be reviewed and approved as applications are received (first come, first reviewed/funded). Applicants must ensure that their applications are complete at the time of submission. Applications that are missing information at the deadline will not be included in the review process.

Stage 2: Applications will then be assessed on a number of conditions to make final funding decisions. Considerations will include: regional distribution, size of food bank organization, amount of funds requested, and community served. Larger grant requests will be referred to a formal Review Committee.

We encourage you to apply before November 1st, 2021 to be considered in the first round of application reviews.  Applications will be reviewed on a first come, first reviewed basis and we cannot guarantee the availability of funds beyond the first round. 

Applications will not be accepted after November 1st, 2021. 

Once you have submitted your online application, you will receive an acknowledgement email. Your application will be reviewed, and you will be contacted by email with the funding decision by November 30, 2021.
